Japan Reinforces Maritime Security Partnership with Mauritius
New Milestone in Bilateral Relations
Ebene, Mauritius, Africa | 16 April 2025
Mauritius and Japan have further solidified their long-standing diplomatic relations with the signing of a Japan Grant Aid agreement worth approximately one billion Japanese Yen (around MUR 300 million). The grant, provided under Japan’s Economic Social Development Programme, will facilitate the acquisition of a tugboat by the Prime Minister’s Office to enhance maritime safety and security in Mauritius.
Advancing a Legacy of Cooperation
At the signing ceremony held in Port Louis, the Minister of Foreign Affairs, Regional Integration and International Trade, Mr. Dhananjay Ramful, expressed Mauritius’ profound gratitude to Japan for its unwavering support in maritime security. He was joined by the Junior Minister of Finance, Mr. Dhaneshwar Damry; the Junior Minister of Foreign Affairs, Mr. Hambyrajen Narsinghen; Japan’s Ambassador Extraordinary and Plenipotentiary to Mauritius, Mr. Masahiro Kan and other distinguished guests.
A Multi-Purpose Tugboat to Enhance Security and Response
The newly funded tugboat will serve a dual purpose: supporting port operations in Port Louis under normal circumstances and playing a critical role in high-seas emergency operations, including towing, pollution response, firefighting and assisting vessels in distress. Minister Ramful emphasised that as an Ocean State, Mauritius faces significant risks from shipping operations, making proactive measures essential to mitigate oil spills and protect its coastal zones.
Deepening Bilateral Ties and Expanding Economic Partnerships
The Minister of Foreign Affairs also announced plans to establish a Mauritian Embassy in Tokyo, marking a new chapter in diplomatic relations. This initiative aims to enhance bilateral relations, foster trade and investment as well as promote cultural and professional exchanges. Additionally, Mauritius’ participation in the upcoming Osaka Expo 2025 and the Ninth Tokyo International Conference on African Development (TICAD) in August 2025 will further deepen these ties.
Japan’s Continued Commitment to Maritime Security
Ambassador Kan reaffirmed Japan’s commitment to promoting maritime security, in line with the statements made during the 8th TICAD in 2022. He highlighted that both Japan and Mauritius share common priorities in ensuring effective and timely responses to maritime incidents.
“This tugboat will play a crucial role in enhancing Mauritius’ capacity to respond to maritime emergencies, including stranded vessels, oil spills and marine fires, thereby safeguarding the marine environment and coastal communities,” stated Ambassador Kan. He further expressed his determination to strengthen the bilateral relationship between Japan and Mauritius in the years ahead. With this latest agreement, Japan continues to be a steadfast partner in Mauritius’ development, reinforcing their shared vision for a safer and more secure maritime environment.
