Mauritius–EU Partnership Dialogue: A Renewed Strategic Vision
Driving Forward Sustainable Growth, Trade and Innovation
Ebene, Mauritius, Africa | 08 May 2025
Mauritius continues to deepen its international engagement, with the launch of the First Mauritius–European Union (EU) Partnership Dialogue marking a milestone in bilateral cooperation. This high-level event underlines the country’s drive to align with global frameworks such as the new Samoa Agreement and the evolving Cotonou framework.
A Unified Vision for Sustainable Development and Trade
Held at the Hennessy Park Hotel in Ebène on 10 April 2025, the dialogue brought together key figures from both Mauritius and the European Union. The Minister of Foreign Affairs, Regional Integration and International Trade, Hon. Dhananjay Ramful and the Ambassador of the European Union to Mauritius, Mr. Oskar Benedikt led the opening proceedings, joined by several other Cabinet Ministers and senior officials.
The discussions focused on reinforcing cooperation in critical areas such as climate change, circular economy, digitalisation, renewable energy and sustainable fisheries—reflecting shared priorities in both economic and environmental spheres.
Strengthening Trade and Investment Flows
Minister Ramful emphasised the importance of this first formal dialogue in building upon the longstanding Mauritius–EU relationship. In 2024, Mauritius exported goods worth €580 million to the EU, representing 35.8% of the country’s total exports. The Minister also cited direct investment flows from the EU reaching Rs 12.7 billion (around €256 million) in 2023.
With the interim Economic Partnership Agreement currently under negotiation, the dialogue sets the stage for deeper trade collaboration. Mauritius aims to further position itself as a strategic entry point to Africa, making it a compelling choice for EU investors seeking expansion into new markets.
Sectoral Cooperation and the Future of Innovation
Other government leaders highlighted sector-specific opportunities:
- Dr Arvin Boolell, Minister of Agro-Industry, Food Security, Blue Economy and Fisheries underscored the immense potential of Mauritius as an Ocean State.
- Dr Avinash Ramtohul, Minister of IT, Communication and Innovation, stressed the growing role of AI and digitalisation in transforming Mauritius into an Intelligent Island.
- Mr Dhaneshwar Damry, Junior Finance Minister, outlined five key connectivity pillars—port, air, digital, diplomatic and financial—as critical enablers of inclusive growth.
Unlocking New Avenues with the EU
Ambassador Benedikt reaffirmed the EU’s commitment to supporting Mauritius across a range of development priorities, while encouraging EU enterprises to invest and view Mauritius as a regional hub to access African markets.
This new chapter of cooperation with the EU marks a pivotal moment for Mauritius as it aligns national development with global priorities and strengthens its role as a trusted regional partner.
